Cicero Youth Task Force recognizes supporters

The Cicero Youth Task Force which brings together local agencies and organizations to work towards the betterment of Cicero Youth, hosted a breakfast Thursday Feb. 23 to recognize its many volunteers.

The organization includes more than 50 local groups including the Mental Health Center of Cicero, Corazon Community Services, Youth Crossroads, Youth Outreach Services and several Town of Cicero officials.

The CYTF coordinator is Jennifer Froemel who works with the Family Services and Mental Health Center of Cicero.

The event is intended to showcase the importance of the Town of Cicero’s Disability Hiring Program. The event will Feature music, dance and speakers. This event will show the disabled community all the organizations that provide help when needed. Lunch is included.

Town moves forward with LED Street Lights to improve safety

The Town of Cicero received a Federal Grant to begin a program to replace the lamps in public street lighting using new LED technology.

LED lights are white, and are brighter compared to the amber (or high pressure sodium) lights used by the Town of Cicero and most other Chicagoland communities.

Town President Larry Dominick said the new LED lights will not only increase visibility and safety but also reduce costs by as much as 25 percent. The LED lights also reduce coal burning pollution because the LED lamps require lower energy to illuminate streets and with longer life expectancy, the LED lamps will require less maintenance.

“When we can both save taxpayer money and also improve safety in our community, that’s good for everyone, including our senior citizens,” Dominick said.

Dominick said eventually the LED lightings will replace all of the existing street lamps but he said the grant will permit the program to convert lights in Hawthorne, Drexel and four blocks on 60^th Court and 61^st Avenue near Roosevelt Road for a total of 120 of the Town of Cicero’s neighborhood blocks.

More conversions will be approved once the Town can secure more funding.

Cicero Town Attorney & colleague honored with legal industry’s top honors

Berwyn/Il – Super Lawyers Magazine, one of the legal industry’s leading publications, recognized two members of the Del Galdo Law Group for their annual "Super Lawyers" honor which recognizes the State's top attorneys in their field.

The magazine named Del Galdo Law Group LLC principal Michael Del Galdo and James M. Vasselli as recipients of the 2012 “Rising Stars” distinction.

This is the third year in a row Michael Del Galdo has been recognized by Super Lawyers as a Rising Star in the legal profession.

It is rare to have two members of the same law firm to be honored.

Cicero members of Naperville Church volunteer to help clean Town Streets

About 150 volunteers from the World Mission Society Church of God in Naperville came to Cicero to help clean up litter and debris on the Streets of Cicero on Jan. 29 as a part of a worldwide coordinated cleanup day. The church selected Cicero because many of its members are from the Cicero community. The area cleaned was located between Cicero Avenue and 46^th Street and 16^th Street and Cermak Road. The church website is www.English.watv.org.

President Larry Dominick said, "We are very grateful to the volunteers from the World Mission Society Church of God who came here from Naperville to help in this cleanup campaign. I know many of their members are from Cicero and I'm proud of the global activism to help clean up our world and our community."

Cicero celebrates Martin Luther King Jr. Day

Cicero – Cicero Town President Larry Dominick led the town’s annual celebration marking the birthday of the late Civil Rights champion and Reverend Dr. Martin Luther King Jr. at ceremonies Thursday Jan. 12.

The keynote speaker was the Rev. Reggie Royal, pastor of Cicero’s Lifeline Church, and Kal Lwanga, senior executive assistant to President Dominick and one of the town’s highest ranking African American employees.

Last year’s commemoration featured a moving presentation by Secretary of State Jesse White and the year before by Cook County Circuit Court Judge the Honorable Lawrence Terrell.

“We must express our gratitude to President Larry Dominick,” Pastor Royal told the gathering of about 100 observers. “It was President Dominick who initiated the first commemoration of the Reverend Dr. Martin Luther King Jr. and we thank him for that.”

Lawanga spoke about the perceptions that have been promoted against Cicero in past years, including referencing tensions that existed in the 1960s when King threatened to march through Cicero, but later abandoned the plan after signing a historic open housing act with then Mayor Richard J. Daley.

“Cicero isn’t the same town today that it was before,” Lwanga observed. “Today, under President Larry Dominick, color, religion, ethnic background are not factors when it comes to hiring people he surrounds himself with.”

In fact, Dominick has one of the most ethnically diverse staffs of any of the surrounding suburban communities employing African Americans, Hispanics, American Arabs, and White Ethnics from a variety of ethnic backgrounds.

“It is really an extraordinary thing for all of us to be here together today,” Lwanga noted. Dr. King envisioned that one day this would happen whether we are in the Town of Cicero or anywhere else in the country. That we would all come together like this and share our experiences together,” Lwanga said.

Pastor Royal offered a stirring memory of Dr. King.

“Today, we celebrate in Cicero as one. From every person to every family. From very culture to every creed. We are one people,” Pastor Royal said.

“President Dominick, we support you and stand behind you. It’s time for all to forgive and to come together and to stay together and you have helped make that happen. God bless you and God Bless the Town of Cicero.”

Former State Rep. Frank Aguilar, who not heads up the town’s Community Affairs Department, thank the guest speakers and President Dominick.

“Dr. King’s legacy and his dream is coming closer and closer to becoming a reality. And in Cicero, it is a reality,” Aguilar said.

As a former member of the Chicago Police Department for nearly a decade, Juan Gaytan, Jr., has set the bar for shaping the security and service techniques that Monterrey Security staff employs every day. During his years on the police force, Juan served as a beat officer and later as a member of the Community Alternative Policing Strategy (CAPS) Team. Juan was also a member of Mayor Richard M. Daley’s Housing Enforcement Task Force, enforcing City building regulations to reduce criminal activity and charging absentee landlords for negligence to their properties where crime was fierce. Major crimes continue downward spiral

Cicero – Cicero Town President Larry Dominick congratulated the hard work of the Cicero Police Department and Police Supt. Bernard Harrison noting that the town has not seen a street-gang related killing in more than 14 months.

Dominick also noted that crime statistics show a significant drop in the past two years, including only one homicide last year. He credited the hard work of the Police Department.

“I am very proud to announce that we did not have one street gang related killing in 2011 and not one in the past 14 months,” Dominick said.

“Crime statistics show that the number of overall homicides are down dramatically along with shootings and burglaries. These are terrible crimes. But we have one of the best police departments in the Chicagoland suburbs and we have a Zero Tolerance for street gang related activity.”

Police Supt. Harrison said that 2010 was one of the worst years in terms of homicides, with 11 people killed.

“But that included the horrible arson-related murder on Valentine’s Day of 7 people. That was a tragic aberration. Over the past six years, crime has been steadily decreasing,” Harrison said.

“In 2011, we saw a 91 percent decline in overall homicides and no street gang related killings. Shootings were down 49 percent, burglary down 15 percent, armed robbery down 20 percent and strong armed robberies were down 13 percent. These are important trends that I attribute to the hard work of our police personnel and also increasing support from the community.”

Harrison said that it was immensely important to have residents and even family members step forward to provide information to fight these crimes.

“We must have the support of the community. We need their support. Their information can help us solve these crimes and by solving these crimes, we send a strong message to potential criminals that they will not get away with their crimes,” Harrison said.

Harrison noted that two street gang related murders occurred in 2010, including one involving 15 year old Miguel Villalba who was killed in June of that year. It was solved in 2011 and a suspect has been charged.

And, in November 2010, Kevin Sanders was killed by street gang members. The case is under active investigation.

“The a success of fighting street gangs and even crime in general starts with a zero tolerance for gang activity. We are getting more public participation but we need more from the public. We need their assistance to sustain this down trend in crimes indefinitely,” Harrison said.

“We have been successful in solving past crimes and that sends a strong message to the street gangs that they won't get away with their actions. We will find them and hold them accountable.”

Harrison said that parents need to be involved in the daily lives of their children.

“The only way we can beat the street gang problem in the town is for parents to become more aware and involved in the day-to-day lives of their children. They also need to acknowledge when their kids are involved in street gangs. So many parents are in denial and refuse to believe their kids are in gangs. We need them to step forward to help the community and to help their children.”

Cicero protests Chicago Water rate increases

Cicero - After absorbing water rate increases for the past six years imposed by the City of Chicago, the Town of Cicero was forced to raise water rates this week after Chicago officials announced a 25 percent hike in water rates this year and 15 percent increases for each of the next three years.

Since 2005, when President Larry Dominick was elected to office, the City of Chicago has increased water fees a total of 72 percent. Compounded, the Chicago increases would be equivalent to more than 150 percent.

Most suburban communities simply pass along the fee increases to their residents but President Dominick has directed the Town of Cicero to absorb the majority of the increases rather than pass them along to Cicero residents.

“We have been able to tighten our belts and better manage programs,” President Dominick said Tuesday following the Town of Cicero board meeting.

“But the dramatic increases imposed by the City of Chicago on the Town of Cicero and on the 125 other suburban communities makes it impossible to absorb all of the increase.”

On Tuesday, the Town of Cicero board voted to absorb a third of this year’s rate increase, saving taxpayer’s 33 percent, and to pass along the remaining 16.5 percent. Most suburban communities have passed along the increases to residents.

“Residents will see their water bills go up. I’m not happy about that. But the City of Chicago gave us no choice,” Dominick said.

“The Town of Cicero, though, will continue to absorb as much of the increase as possible.”

Dominick said he is working closely with West Central Municipal Conference Regional Water Rate Task Force, a committee made up of dozens of municipalities including the Town of Cicero. The Task Force has already sent letters to the Chicago officials and has held meetings with high-level city officials in an effort to get Chicago to reconsider its future water rate increases.

The Task Force is considering seeking intervention from the Illinois Legislative and legal action against the City of Chicago for trying to balance its budget on the backs of suburban Chicagoland residents.

The Chicago water rate increase will generate more than $3 billion in new revenues for the City of Chicago from the 126 suburban communities impacted by the hikes, Dominick noted.

“If we have to pay to improve the system, we want to see the money go to improve the system and not be used to off-set Chicago’s financial challenges and budget shortfalls,” Dominick said.

“We deserve to have safe and clean water.”

Residents of the Town of Cicero, unlike residents in other communities, get far more water related services. The Town of Cicero, for example, will rod-out sewers for residents for free. These are services that other communities do not offer and that residents in other communities must pay to hire outside contractors to perform.

Cicero approves new Sonic Drive-in restaurant and state-of-the-art Fuller’s Car Wash; to bring as many as 130 new jobs for local residents

Cicero – Town President Larry Dominick announced Tuesday that Fuller’s Car Wash and Sonic Drive-In restaurant will partner to open on a shared parcel of now vacant property at 2900-38 S. Cicero Avenue beginning in early 2012.

The proposal to license Fuller’s and the Sonic’s restaurant received the unanimous support of the Town of Cicero Board at its regularly scheduled meeting Tuesday, Dec. 27, 2011.

Sonic representative Michael Perry told the board that the new Restaurant and Car Wash will create as many as 130 new jobs during the initial opening phase of the restaurant and car wash.

“Thank you very much for allowing us to bring this in to the Town of Cicero. We are looking forward to this and are ready to move on the opportunity that the town have given us,” said Perry who owns and operates four of 14 Chicagoland Sonic restaurants in County Club Hills, Crest Hill, Lockport, and Joliet. The Cicero location will be the 15^th Sonic’s Drive-in restaurant in the Chicagoland area.

Adam Fuller, representing Fuller’s Car Wash, said he is excited to be bringing the car wash to Cicero.

Perry said he expects construction to begin in late Spring with completion in mid-summer.

“About one-third of the employees will be full-time,” Perry said. Perry indicated that he expects that many of those employed will be high school and college students who return each summer for work.

President Dominick said that his priority is to bring new businesses and new jobs to the Town of Cicero and he welcomed the two new businesses.

“The new restaurant and car wash will make more jobs available to residents. That’s my concern for our community, especially in today’s economy,” Dominick said.

Dominick noted that the new Wirtz Beverage Illinois distribution and warehouse hub will employ more than 1,000 including about 200 new job positions.

Perry said he will work with the Town of Cicero to coordinate the announcement when job applications will be accepted.

“We are very excited to be working with the Town of Cicero,” Perry said.

Judge reverses jury verdict and grants Town of Cicero new trial in Rojas vs TOC

Judge vacates Rojas jury verdict against Cicero President Larry Dominick

says Rojas attorney “engaged in a repeated pattern of misconduct”

Cicero – A federal Judge this week threw out a jury decision that Cicero Town President Larry Dominick had fired a former employee for political reasons and granted the Town’s motion for a new trial.

Chief Judge James F. Holderman also re-affirmed in the strongest language the jury’s original conclusion that President Dominick did not racially discriminate or slur the plaintiff, Merced Rojas.

In his strongly worded ruling, Judge Holderman denied a motion by Rojas’ attorney to re-try the racial discrimination charges and he accused the attorney, Dana Kurtz of misconduct that “tainted” the jury’s decisions against President Dominick.

Judge Holderman said that during the July 2011 trial, Dana Kurtz “engaged in a repeated pattern of misconduct.”

It is rare for a judge to reverse a jury’s decision. Judge Holderman’s decision vacates a $650,000 judgment. The judge’s action comes in response to post-trial motions filed by President Dominick’s attorneys.

The ruling is a major victory for Dominick who steadfastly denied ever discriminating against Merced Rojas because he is Mexican American. President Dominick has insisted that Rojas was not fired for political reasons but was dismissed because he had failed to do his job.

President Dominick said he was vindicated by the judge’s ruling and is eager to prove that Rojas was fired for failing to do his job for the taxpayers.

“I’m glad the judge reaffirmed the jury decision that there was no basis for the racial discrimination charges,” said Dominick, whose wife is Mexican American.

“I am also elated that Judge Holderman saw through the unethical political shenanigans of the Rojas lawsuit and threw out the jury’s decision that Mr. Rojas was fired for political reasons. Mr. Rojas was fired because he cheated the people of the Town of Cicero and did personal work for his own benefit while he was supposed to be working for the taxpayers of the Town of Cicero.”

In his ruling, Judge Holderman reprimanded Rojas’ attorney, Dana Kurtz, describing her conduct during the trial as unprofessional.

The judge wrote in his decision, “Plaintiff’s attorney Dana Kurtz engaged in a repeated pattern of misconduct, starting with inappropriate comments in her opening statement and repeated attempts to introduce inadmissible and prejudicial evidence before the jury, that, taken together, prejudiced the defendant’s case on the political retaliation claim.”

The judge cited repeated incidents in which false claims were made during the trial and were presented as “evidence” but that were never proven by Rojas or his attorney with facts. Judge Holderman said the misconduct of attorney Kurtz “prejudiced the jury.”

During the trial, Kurtz was repeatedly admonished not to prejudice the jury with unsubstantiated remarks, Holderman said, but she ignored his repeated warnings and continued to “taint” the jury’s view. Judge Holderman said attorney Kurtz had on several occasions attempted to and in fact did “taint the jury” with inadmissible evidence improperly introduced during the original trial.

“I was always confident that the facts as presented would vindicate President Dominick and the Town,” said Cicero Town Attorney Michael Del Galdo.

“The plaintiff and his lawyer’s inappropriate and untrue comments clearly prejudiced the jury. We’re pleased the judge saw through those prejudicial efforts to allow President Dominick to receive a fair ruling.”

Del Galdo said that President Dominick does not view employees based on their political affiliations or loyalties. He said Rojas was fired for doing personal work for his own personal financial benefit when he was supposed to be working for the town and the taxpayers.

Del Galdo emphasized that President Dominick will defend the rights of taxpayers who expect town employees to do their jobs, not personal business on Town time.

No property tax increase in Cicero for 6^th year

Cicero – Town President Larry Dominick announced the Town of Cicero will not raise property taxes for the 6^th straight year in a row despite the difficult economy.

President Dominick said that the Town will continue to provide the same services to seniors, families, the youth and the disabled and has expanded programs to offer even more services without asking taxpayers to pay more.

Dominick said that the Town of Cicero is able to hold the line on property taxes by managing spending and insisting on efficiencies from employees and town contractors.

“In the recent past. We have seen State and Federal Governments raise our income taxes and Cook County raise both our sales tax and real estate taxes,” Dominick said.

“Unlike other governments, I am pleased to report that this year’s tax levy marks the 6^th straight year that the Town has not raised the real estate taxes for residents. I am proud that we as a board continue to offer expanded programs for our youth and our senior residents each year. We do so by demanding responsible spending, not on the backs of taxpayers.”

Dominick said he is proud to say that “Our community has said ‘no more’ to increased taxes and this year the Tax Levy proves that we can achieve this goal.”

Town Collector Fran Reitz said the freeze on property tax increases during the past six years reflects “very responsible spending” by President Dominick and the board.

“There has not been a loss of spending at all and we have not cut back on programs. We continue to hire police and fire personnel and the services we provide to the public continue and are increasing,” Reitz said. “In contrast, we continue to see cutbacks by the state and the federal government in addition to increases in their taxation.”

The tax levy was approved unanimously by the Town Board at its regularly scheduled meeting on Tuesday Dec. 13.

Dominick said that this year’s levy reflects the same levy from last year as it has five years previously.

“Basically, we are not spending any more now than we have last year. What we are doing is tightening our belt and working with what we have,” Dominick said.

“That means we are not turning to the taxpayers for more funds. We’re not asking for any more taxes from the taxpayers. While we are able to hold the line, many other communities are raising taxes, costs and fees.”

Cicero honors former local champion boxer

Cicero – The Town of Cicero honored the memory of Francisco “Paco” Rodriguez who died in injuries suffered during a title bout in November 2009 but whose organs saved several people’s lives at its regular meeting of the Town Board Tuesday, Dec. 13.

Rodriguez, a former resident of the Town of Cicero, will be honored along with 27 other organ donors from around the country at the 2012 Rose Bowl Parade on January 2.

Town President Larry Dominick said that the Town of Cicero has many residents who have made contributions to society but the decision by Rodriguez to donate his organs to save the lives of others was the ultimate achievement.

“When we can help save other lives, that is the most important thing we can do,” Dominick said. “We are proud of the achievements of Francisco ‘Paco’ Rodriguez as a championship boxer and multiple Golden Gloves winner and proud that he will be recognized nationally.”

The Town board adopted a resolution congratulating the family and relatives of Rodriguez who was only 25 when he died. Rodriguez donated his organs through the Gift of Hope program.

Town Trustee Dennis Raleigh spoke on behalf of the board when he said, “Although his was a short life, Francisco donated so much so that others might live through the Gift of Hope and we are very proud of what he did.”

Raiza Mendoza, a spokesperson for the Gift of Life, said, “We thank you President Dominick for recognizing the Gift of Life. Our mission is to save the lives of as many people as possible.”

Rodriguez’s brother Alex attended the board meeting also, and said, “I want to thank you President Dominick and the Town of Cicero board for honoring my brother’s memory. I hope everyone realizes he did a good thing so that others might live. He was always a giver.”

The resolution, adopted unanimously by the Town Board, noted that Francisco “Paco” Rodriguez was a proud resident of the Town of Cicero and a five-time Gold Gloves boxing champion, a member of a long family tradition of champion boxers including his father Evaristo and his brother Evaristo Jr., also a Golden Gloves Champion,

Rodriguez was often known by his championship boxing name “El Nino Azteca” or “The Aztec Kid.” He is survived by his wife Sonia and his young daughter Ginette. He will be represented by his brother, Alex, on the “Donate Life Rose Parade Float” along with the families of 25 others whose relatives also donated organs through the Gift of Life.

Locally, Rodriguez will be honored at a candlelight vigil and press conference Tuesday night December 13 at 6:15 p.m. at the Garfield Park Field House (100 N. Central Park Ave., Chicago.

Reverend Marco A. Mercado, Director of Hispanic Ministry of the Archdiocese of Chicago, will be joined by Gift of Hope representatives, Paco’s family, friends and fellow boxers to honor the hero at this special event. President Dominick announces renovation of Metra Station

Cicero – Town President Larry Dominick announced the renovation of the Metra Station 4808 W. 26^th Street at the meeting of the Town Board this morning.

The project, funded through Metra the RTA and IDOT, will invest between $3 million and $5 million to renovate the Town’s Metra Train Station along the Burlington Northern Santa Fe line.

“It has been promised by many past administrations in Cicero but I made it one of my priorities to get the state to provide their share of the funding and we did get that funding finally,” said Town President Larry Dominick.

“This is part of my administration’s vision for the New Cicero, to bring the Town of Cicero into the 21^st Century with new programs, parks, industry, businesses and to consolidate government to make it more efficient for the people of Cicero.”

Dominick pointed out that since becoming president, he has directed the construction of a new Town Hall that provides more efficient access to the public, a new state-of-the-art community center that has substantially increased family-orientated, youth and senior programming, the new Community Park at 34^th and Laramie Avenue, a new Public Works Building to improve the delivery of services, the new Bobby Hull Community Ice Rink that was just inaugurated two weeks ago, and the attraction of new industry such as the Wirtz Beverage Illinois statewide hub across from Community Park on the east side of the old abandoned Sportsman’s property.

“These are only some of the new projects that I have for the Town of Cicero,” Dominick said.

“We’re also looking at a new skate-board park for young people. We want to give them a safe place to enjoy their hobby and sport and take them off the streets and strip mall parking lots in the traffic where skate-boarding traditionally has occurred with much danger for the kids and the public. We are planning a new in-door water park and I am in negotiations with Wal-Mart to have them develop the east side of the old abandoned Sportsman’s property.”

Dominick said the Metra Station renovations will be extensive.

State Senator Martin Sandoval, who helped shepherd the plan through Metra, said he was shocked that a station serving one of the largest municipalities in Illinois could be abandoned by Metra for so long.

“I remember doing a walk-through several years ago of the Metra station. I was appalled and shocked at the abandonment and decay of that property. It had never been developed or refurbished and it was in the same state since the day it was originally constructed,” Sandoval told the board.

“I thought it was awful. President Dominick and I agreed that it was a crime that the largest municipality in Cook County would have the worst Metra station in Cook County. Go down the line to the other communities and look at their stations and they don’t even contribute half the tax dollars to the county and Metra that come from the Town of Cicero.”

The scope of the project will include the replacement of inbound and outbound platforms to include tactile warning strips, platform lighting, voice of Metra equipment, VIS and station signage, explained Metra spokesman Glenn Peters.

“We have been working for some time on developing the plans for this station. it is largely being funded by the state of Illinois through the efforts of Senator Sandoval,” Peters said.

Plans call for the construction of new enclosed warming house and three sided shelter on outbound platform. There will be a new inbound headhouse and ramp enclosure with heated waiting area. The ramp will be reconstructed to comply with ADA guidelines for the handicapped and disabled.

The plan also calls for new landscaping and the relocation of the existing commuter parking lot to better accommodate commuter access and parking.

Bidding is expected to begin in January 2012 and the award in April 2012. Construction is planned to start in May of 2012 and it should be completed in early 2013, Peters said.

“This project is very much needed here,” said Town Clerk Maria Punzo-Arias. “There are a lot of good things happening in Cicero and this is adds to the many improvements that President Dominick has brought to our community. I know it is a project that will benefit our residents very much.”

Trustee Dennis Raleigh said this is the third time Metra has announced plans to renovate the station during his 14 years on the board. “At last I think we will finally get this work done. It is so needed.”

Town Assessor Emilio “Emo” Cundari agreed, noting that the Town has brought many new projects to Cicero over the past six years.

“We have seen so many new projects, programs and activities for the community and this is just another example of how this administration is working hard for the people,” Cundari said.

“Thanks for bringing a safer Metra stop to the people of the Town of Cicero. Just maybe commuters from other Western suburbs who pass through here will also realize how great this Town is. We have so many new projects here, the Town Hall, the Bobby Hull Community Ice Rink, the new Community Center, Police Station, Public Works, Parks like Community Park and the new industry like Wirtz Beverage Illinois. This is a great community.”

Cicero dedicates new ice rink in honor of Blackhawk legend Bobby Hull

Cicero – More than 2,500 people turned out to celebrate the opening of the Bobby Hull Community Ice Rink at 34^th and Laramie Ave. in the Town of Cicero on Sunday (Dec. 3).

In honoring Bobby Hull, Town President Larry Dominick was joined by Rocky Wirtz, chairman of the Blackhawks and president of Wirtz Beverage Illinois, and by members of the Blackhawks including Tony Esposito, and current Blackhawks players Ben Smith and Nick Letty, and many local officials.

Hull said he was humbled by the honor of having his name placed on the new ice rink in Cicero.

“I think the Town of Cicero is going to, down the road, thank Larry Dominick and the Wirtz corporation for building this beautiful ice rink. It will be a playground for all the kids in Cicero. It will bring all the parents and grandparents together with the kids and be a family affair and I am very proud of that,” Hull said.

“In 1958, I lived just down the road here in Berwyn. 3513 Winona just off Ogden Avenue. We had a great time. Stan Mikita and Johnny McKenzie would come out here and stay with me in Berwyn.”

“I met Bobby Hull three years ago and I am so proud that he has come back here as a great role model. I want to see our young kids participate in sports. It doesn’t matter if you win or lose but that you did your best,” Dominick said.

“This is an important day for Cicero and another event for the kids. Someday we can pray that a young person will become a professional hockey player and say they learned to skate in Cicero and that’s how they made the National Hockey League.”

Wirtz said the new stadium can accommodate a professional NHL hockey game, but said that the purpose is to provide more recreation activity to the residents of the Town of Cicero, whom he called “our new neighbors.”

“It’s nice to be putting something back into the community. It is something both my grandfather Arthur and my dad Bill always did. It’s something we wanted to do to give back to the community. We’re very excited to be here and for a long time,” Wirtz said at the dedication.

Dominick also thanked the Wirtz family.

“The Wirtz family has done so much for the Town of Cicero. He donated the $3.5 million for this ice rink, a new Zamboni and money for the local schools. He is a big hearted guy. He asked me what he could do for the Town of Cicero and I never expected him to do so much,” Dominick said.

Wirtz said the new Wirtz Beverage Illinois center will include 600,000 sq. ft. of warehouse space across the street from the ice rink. 100,000 sq ft of office space, parking for 500 cars and over 100 trucks.

“We’ll be serving all of Illinois from here. We have operations in Peoria, Bellville and Rockford but eventually everything will be coming out of here,” Wirtz said.

Joining in the celebration were town officials and members of the Wirtz Beverage Illinois, and several local elected officials. They included Town Supervisor Joe Virruso, Collector Fran Reitz, Assessor Emilio Cundari and Cicero Trustees Larry Banks, Victor Garcia, Dennis Raleigh and Lorraine Walsh.

Julian Burzynski, senior vice president for Wirtz Beverage Il, spoke on behalf of all of the Wirtz officials tahnking Cicero and President Dominick and noting the new office warehouse hub will open in 2012. Also attending were State Senator Martin Sandoval and State Rep. Mike Zalewski.

Funding for the new ice rink, which is regular size, was provided by Wirtz Beverage Illinois as a part of their plans to build a new warehouse and office hub for their statewide operations in Cicero one block to the east of the new stadium.

Hull, often called the “Golden Jet” for his blonde hair, blinding skating speed and having the hardest hockey puck shot, played for 23 years in the National Hockey League and the World Hockey Association, playing for the Hartford Whalers, Winnipeg Jets and the Chicago Blackhawks wearing the numbers 16, 7 and eventually 9 in honor of his own childhood hero Gordie Howe.

The dedication was the center of a day-long series of events and activities. Children and families at the event were greeted by three live reindeer and horse drawn carriage rides. A tent featuring musicians and entertainment was available for attendees. Hull spent many hours providing autographs to long lines of fans.

“I love signing autographs for the public,” Hull said as he sat at a table in the VIP tent to greet hundreds of residents who waited hours to say hello and get his autograph on photographs, hockey pucks, hockey equipment and even hockey skates.

The ice rink was opened and residents were permitted to skate for free. The rink will remain open through the Winter months.

Local teacher develops early childhood booklet

To encourage community leadership among local children

Cicero – Town President Larry Dominick said he was flattered that he has been asked to be one of a number of comic characters in a booklet intended to encourage young children in Cicero to pursue civi pride and community leadership.

The booklet is published by author and local teacher Maria Luisa Azurdia and illustrated by Zeus Creative Net which is based in the Town of Cicero.

Azurdia, who has published several children’s learning booklets that are available on Amazon.com, said that the latest booklet is intended to give children a “real experience in learning.”

“We were very excited that President Dominick allowed us to use him as a cartoon character in our newest booklet that is in English and Spanish and that is designed to help encourage young children to participate in local government and civic pride,” Azurdia explained.

“We wanted to do a booklet that promotes a reading literary campaign to encourage families and parents to read to their children. The purpose is to promote literacy. We are excited that we can use Larry Dominick as one of the characters in the book to get local kids and parents involved in not only helping their children to read but to also build in them a desire to be involved in a positive way in their community.”

President Dominick said he was flattered that the author wanted to include him as one of the characters in the booklet.

“I am happy to do anything that will encourage our children to learn to read and to participate more with their families,” Dominick said.

The booklets were distributed at the Town’s annual Christmas reception or needy families that was held on Saturday, Dec. 3 at the Community Center. More than 2,500 children and their parents attended the Christmas celebration and were given hats, gloves, scarves and toys.

Azurdia said that in addition to handing out the booklets at the Town Christmas party to children and families, they will be distributed at local schools, too.

“We want to get kids not just to participate and lead in school but to also bring what they learn at school to their homes and continue their role playing,” Azurdia explained.

Town distributes turkeys to local families and seniors

Town President Larry Dominick and the Town Board of Cicero Tuesday saluted members of the Town’s Parent Patrol, a group of more than 75 volunteers who help protect students from the local schools.

The Parent Patrols began with five parents from Unity School and continues to expand to include more parents from other schools including Morton High school and local grammar and schools.

“The program began with just five concerned parents and support from the Town and look how it has grown,” said Ismael Vargas one of the coordinators as he pointed to more than 65 members who attended the board meeting Tuesday.

Vargas, who helped coordinate the Parent Patrols, said that parents from many other schools are volunteering to also become involved to help protect children when they are going to and from their schools.

“Our goal is to make the parents feel more comfortable more and more to work together and to help the community to be a successful community. we want our town to continue to be an inspiration for other communities and providing safety to our children is very important,” said President Dominick.

Town Collector Fran Reitz said the town officials will be meeting with the Parent Patrols to offer additional training.

“They are very important and we want to work with them on their role on the streets and in communicating with us. They are another important set of eyes and ears on the street, making safe passage to and from school for our students. It is a priority for everyone here to keep these students safe,” Reitz said.

Larry then asked all of the volunteers to stand to be recognized during the board meeting, adding, “You are doing a great job and we welcome your support and hard work.”

After the meeting, President Dominick and Town officials handed out Thanksgiving Turkeys to the Parent Patrol volunteers and to members of the community including seniors and those in economic need.

More than 3,500 turkeys were donated by President Dominick and the board.

President Dominick honors religious leaders in Cicero

Town President Larry Dominick welcomed community and religious leaders at a breakfast Thursday at Klas Restaurant as Cicero approaches the 150th anniversary of its founding to be celebrated in 2017. Emcee John Kociolko, former Town Assessor, spoke at length of the town's history.

Certificates of acknowledgment were presented to three religious institutions and leaders during the breakfast. Among those honored were St. Anthony Church which this year celebrates its 100th Anniversary."This Centennial celebration is an important event and reflects the deep roots that our community has both in public service, community service and in its faith," the resolution stated. The town also honored Father Sergio Solis the Pastor of St. Anthony Church and to the parishioners of the church.

Also acknowledged was Mary Queen of Heaven Church which is also celebrating its 100th Anniversary this year."This Centennial celebration is an important event and reflects the deep roots that our community has both in public service, community service and in its faith. The resolution also acknowledged the dedicated work of Father James Schulz the Pastor of Mary Queen of Heaven, his assistant Father Hugo Morales, and the parishioners of the church.

And, the officials also recognized 30 years of service to Diane Johnson, pastor of Gethsemane Church

“I want to thank everyone for coming. I encourage everyone to go to the show and see this film called courageous. It is an outstanding movie. It is really moving and a wonderful movie. I you get a chance, go see it. Thank you and god less you all,” President Dominick said during the breakfast meeting.

A keynote speaker was Dan Wolff who heads the SOS (Save Our Streets) Task Force.

"The SOS Task Force started with President Dominick and a lot of community involvement," Wolff said.

"I you all know President Dominick's background; he has always been a coach. He has been involved with kids all his life helping them. The strong point with President Dominick is he brings people together. The SOS Task Force is a Team Effort reflecting the teamwork that President Dominick has brought to us."

Town officials also attending were Collector Fran Reitz, Supervisor Joe Virruso, Assessor Emo Cundari and Clerk Maria Punzo-Arias, and trustees Victor Garcia, Dennis Raleigh, Lorraine Walsh.

Cicero honors Morton High school Illinois State Soccer Champions

Cicero – The Morton High school Boys Mustang Soccer team was saluted Tuesday at a meeting of the Town of Cicero board for their victory in winning the IHSA Class 3A state championship.

This is the high school’s first soccer championship victory.

Town President Larry Dominick and the members of the Town of Cicero board honored the team members, coaches and Morton High school officials including Supt. Mike Kuzniewski and Board Chairman Jeff Pesek.

“We are very proud of their achievements and their teamwork,” Kuzniewski told the board as the entire team cheered in the audience.

“I want to thank President Dominick and the town trustees and everyone in the community for supporting us. It happened so quickly and it just grew and we are very excited at the team’s achievements.”

Kuzniewski said that more than 1,700 fans attended their final game in which they shut-out Naperville Central 1 – 0 on Saturday, November 5. The championship victory followed wins over Lincolnway East in four overtimes at Lisle Benedictine University SuperSectionals on Nov. 1, and on Nov. 4 defeating Warren Township High school in Gurnee by a 2 to 1 score. The Naperville win was the team’s fifth shutout game play.

“The kids played exceptionally well, had a great coach and the backing of a great school where I also graduated,” Dominick told the team.

“This is exceptional and I want to thank you for the great teamwork and sportsmanship you all displayed in this championship. You not only made the school proud but you have made all of us proud in the Town of Cicero, too.”

The winning goal was scored in just over one minute into the first overtime in the Naperville game by Joel Salmeron from a pass from teammate Alonzo Torres. Mustang goalie Miguel Chacon secured his fifth shutout by preventing Naperville from making any goals during the game.

“I am so proud of the team,” said Trustee Dennis Raleigh who presented the resolution on behalf of the board.

“You are all a real credit to the community.”

Raleigh noted that Salmeron is one of his neighbors and has watched him grow over the years into a great sports champion.

Collector and Trustee Fran Reitz said, “I want to congratulate the team and especially to note the girls who support and work with the team. We are also extremely proud of everyone. Keep up the good work.”

Clerk Maria Punzo-Arias, who read the resolution, added, “This is not just a great victory for you and your team, but also for the Town of Cicero. You put Cicero on the map in a good way. You are great role models for other students who will strive to follow in your footsteps.”

FIRST NATIONWIDE TEST OF THE EMERGENCY ALERT SYSTEM

Test to Take Place November 9 at 2 p.m. eastern

On November 9 at 2:00 p.m. eastern, the federal government will conduct the first nationwide test of the Emergency Alert System (EAS). The test will last about 30 seconds. During this period, regularly scheduled television, radio, cable, and satellite shows will be interrupted as the system is being tested. The Office of Safe and Healthy Students (OSHS) is sharing this information to help ensure that schools and the larger public are aware that this event will be just a test, and not a real emergency alert.

The test is being conducted by the Federal Emergency Management Agency (FEMA), the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration (NOAA), as part of their ongoing efforts to keep the nation safe during emergencies and strengthen our resilience against all hazards.

The national Emergency Alert System is an alert and warning system that can be activated by the President, if needed, to provide information to the American public during emergencies. NOAA's National Weather Service, governors, and state and local emergency authorities also use parts of the system to issue more localized emergency alerts. The test is an important exercise in ensuring that the system is effective in communicating critical information to the public in the event of a real national emergency.

Similar to emergency alert system tests that are already conducted frequently on the local level, the nationwide test will involve television and radio stations across the United States, including Alaska, Hawaii, and the territories of Puerto Rico, the U.S. Virgin Islands and American Samoa.

Under the FCC's rules, radio and television broadcasters, cable operators, satellite digital audio radio service providers, direct broadcast satellite service providers and wireline video service providers are required to receive and transmit presidential EAS messages to the public. A national test will help federal partners and EAS participants determine the reliability of the system, as well as its effectiveness in notifying the public of emergencies and potential dangers both nationally and regionally. The test will also provide the FCC and FEMA a chance to identify improvements that need to be made to build a modernized and fully accessible Emergency Alert System.

OSHS, along with FEMA, encourages the public to use this event as a reminder that everyone should establish an emergency preparedness kit and emergency plan for themselves, their families, communities, and businesses. Cicero has done a wonderful job in maintaining the peace in Cicero. They have been able to open the“new Cicero community Center” where youth in the area can enjoy a large gym space for basketball and other activities. They have developed hip hop themed events like “break the violence” where youth can watch and participate in break dance battles. They have been able to partner with parents in the community with parent patrol and also have also collaborated with the police in developing strategies to work with high risk youth. We were fortunate enough to have worked with great workers Ismael Vargas and Eddie Lopez who showed great leadership and commitment to violence prevention. As a result of great work, strong relationships, and determination: Cicero has had 0 homicides in 2011.

Cicero dedicates new Public Works building

Cicero – Town President Larry Dominick and the Town of Cicero board Thursday dedicated the new 30,000 sq. ft. Public Works Building at 1620 S. Laramie Ave.

The new building allows the Town of Cicero to consolidate all of its Public Works services through one location and offers employees more room to work and repair vehicles. The new building provides an easy-to-access, single location for Cicero residents to bring their concerns and requests for assistance. In the past, Public Works services were spread throughout the Town at more than five locations.

Dominick told the Public Works employees at the gathering that the new building will not only save money but insure that town services are provided more efficiently.

“I started working in the Town of Cicero at Public Works on January 2, 1970. I was fortunate to become the Public Works supervisor in 1976,” Dominick told the employees who gathered at the new building for the dedication.

“We had the worst trucks. I remember the first truck I had, the steering was bad. Everything was a stick shift. We had only one sweeper for the entire town and that sweeper would do the entire Town and it would take forever.”

Dominick noted that the Town today has four sweepers that clean the streets every week.

“The public wants us to clean the streets and now we can do it and keep them clean,” Dominick said.

Dominick said that the Town eliminated towing, in response to public concerns and he cautioned that he continues to monitor employees who are on the street working.

“I drive throughout the town to make sure everyone is doing their job. The public wants the streets and alleys clean. As some of you have found out, if I catch anyone not doing their job, I will send you home. That’s what the taxpayers expect. … Keep up the good work and be proud of your new building. We want to bring in a new attitude for our employees to be proud and to do your job for the people who pay us.”

Joining Dominick at the dedication was Richard Fahey, the union representative for Local 150, coordinated of town properties Craig Pesek and Public Works director Sam Jelic.

“By centralizing our operations and making the department more efficient, we will be increasing our services to the public,” Fahey said.

“The mechanics will have more room in their bays to keep the machinery working . The new Public Works building will provide lockers and showers and more for the employees, none of which was available in the past. The facility gives the town the opportunity to expand and better public works services to residents. It’s something to be proud of.”

Jelic told his employees that he is proud of the work they have done and the support the department has received from President Dominick.

“This is all a part of President Dominick’s vision for the Town of Cicero. Soon, we will be building an aquatic center with funds we expect to get from the State. This entire area is improving and growing with Unity School, this new Public Works building and the aquatic center we do hope will be announced soon,” Pesek said.

The new Public Works building is a part of a complex of three buildings located at 1620-34 S. Laramie Ave. Currently, the two other buildings house an assortment of other town services including the town’s Animal Shelter, a CSO station, Community Development, Grant Department and the Cicero Housing Authority.

The old public works building, located at 4920 W. 26^th Street, and the adjacent former Town Hall building are expected to be sold in order to create a transit-orientated development that will operate in conjunction with the existing Metra Station located on the south side of 26^th Street.

A new plan initiates to improve safety in Latino communities, through a $1.3 million federal grant

Cicero, Illinois – Senator Martin Sandoval (D), has given his strong support to Cicero’s President Larry Dominick in his effort to increase security in the Latino neighborhoods, for continuing the fight to prevent crime and gangs in Cicero.

“Once again I am proud to know that President Dominick continues with his priority to protect the safety of the Latino community who live in Cicero," said Senator Sandoval.

Given the continuing commitment of President Dominick, Cicero managed to obtain a federal grant of $1.3 million dollars to hire four (4) additional police officers for the next three years.

"Since being elected, I promised to fight the gangs with more intensity than previous administrations," said President Dominick. "I think we are succeeding and the federal government recognizes we are winning the war on gangs."

"Through our efforts in the past 6 years, we have significantly reduced gang activity and the number of criminal groups operating in Cicero," said President Dominick. "We also reduced the number of homicides at the hands of armed gangs." The statistics recorded one single homicide of this kind since early last year.

"The hiring of new police officers is a result of these federal funds, which will further facilitate our fight," said President Dominick, who before being elected in 2005, had a career as a police officer in Cicero.

Of the 2,712 grant applications received by the Federal Government, only 3 were awarded in Illinois: the Town of Cicero, the University of Illinois, and the City of Rockford.

In the case of Cicero, the federal grant amount is $1,355,252.00, which will cover the salaries and benefits of 4 police officers over the next three years.

For his efforts and many successes in the fight against gangs, the Town of Cicero was invited to the International Conference on Public Safety which takes place in Segovia, Spain, from the 19^th to the 22^nd of October, 2011. Cicero is proudly represented by Ismael Vargas and Deputy Police Superintendent Jerry Chlada.

"One of the key strategies has been linked with the private sector and with nonprofit agencies, in order for them to help us. It is the first time these non-profit community agencies have been invited to work with our town in the fight against gang violence. This is something new, it has never been done. It has helped in countless ways," said Chlada.

Meanwhile Vargas said, "We are very proud and honored to share our experiences, at a world conference in which all participants will try to learn the best methods to fight these street gangs."

The Cicero Police officers yesterday charged Eddie Ramos, 22, of 3407 N. Kenneth Street in Chicago in the June 6, 2010 murder of 15 year old Miguel Villalba.
The killing took place in Cicero at 1500 S. 50th Avenue at around 8:50 in the evening in the aftermath of a fight involving two groups of girls.

Miguel Villalba was a Cicero teenager who had worked with CeaseFire, a group that works closely with the Town of Cicero and the Cicero Police Department to confront street gang violence.

Many young teenagers in the West suburbs are constantly being harassed and pushed by street gang members. It’s part of our environment and we are working hard to change that. Miguel had been part of the JIP program and we had hopes for his success.

The Villalba killing is a tragedy and our grief goes out to the family but we hope the arrest and what we believe will be the conviction of the suspect for this murder brings some form of consolation to the family members.

No family should have to go through this and we, the Town President and the Cicero Police Department are working hard to prevent this from happening in the future.

This was the only gang related homicide in the Town of Cicero in the past 16 months. We’re hoping to keep it that way with strong programs. But we need the involvement of parents. They need to be aware of what their children are doing all of the time to prevent them from becoming involved with street gangs. President Larry Dominick has given me the mandate to impose a Zero Tolerance for street gangs in this community.

We will do everything we can to prevent these tragedies from reoccurring and we will not rest until we apprehend and incarcerate any suspects who are involved in such activity.

One of our priorities is the safety of our citizens and we will not shy away from confronting and defeating street gang activity in our town. I am proud that our Police have been very professional and effective in defending the safety of our citizens against these street gang thugs. We have a zero tolerance for street gang activity in the Town of Cicero.
This was the only gang related killing in Cicero in the past 16 months … there were 16 killings in 2004, the year before Larry Dominick, a former Cicero Police officer, became the Town President. The number of killings have fallen steadily since.

The police promised the family they would continue to work on this case and it’s to the credit of the detectives that this case was solved.. It’s no consolation to the family which lost a young child like this and we all grieve with them. Hopefully his death and the solution of this case will help prevent killings from occurring in the future. The community needs to stand up and speak out against street gangs. The Town of Cicero will help anyone who finds themselves in this kind of a circumstance. We want to prevent this kind of tragedy from happening again.

ADDITIONAL INFORMATION

Miguel Vallalba was a graduate of the JIP (Juvenile Intervention Program) and worked with the Cicero Police and CeaseFire to fight gangs. We had high hopes for him and we are saddened to see this happen. Our condolences go to his parents and family, mother Monica and father Juan Villalba of Cicero.

Ramos was arrested on Tuesday night. He went to bond court in Maywood this morning and the bond was denied. His next court date is Oct. 18 at Maywood.

Cicero wins $1.36 million grant to hire four more police officers

Cicero – Town President Larry Dominick Tuesday announced that the Town of Cicero has won a $1.36 million federal grant to pay for the hiring of four additional police officers for three years.

Dominick told the Town Board that the new hires will help the Town increase its fight to eliminate street gangs.

“When I was elected to office, I made a promise to fight the street gangs and do more than what was done by previous administrations. I think we are doing that and the Federal Government recognizes that we are winning the war against street gangs,” Dominick said.

“Through our efforts during the past six years, we have significantly reduced street gang activities. We have reduced the number of street gangs operating in the Town of Cicero. And, we have reduced the number of gun-related killings by street gangs.”

Dominick said that last year, the Town had one street gang related murder and this year, there has been none.

“The additional police we can now hire as a result of this grant will strengthen our ability to fight street gangs,” said Dominick who was also a career Cicero police officer before being elected Town President in 2005.

The Federal Government received 2,712 applications for the grant money, Dominick said. Only three agencies were selected in Illinois. The awards went to Cicero, the University of Illinois and the City of Rockford.

“What is says is that the government recognizes the hard work we are pursuing to fight street gangs and believes investing in our community will have an impact and bring results to strengthen safety,” Dominick said.

The grant amount is $1,355,252 and will cover the salary and benefits for four police officers over the course of three years.

In a related story, the Town announced that it has been invited to detail Cicero’s successes in fighting street gangs by the International Congress on Public Safety which convenes in Segovia and Madrid Spain Oct. 19 – 22, 2011

Cicero will be represented by Ismael Vargas and by Deputy Police Chief Jerry Chlada.

“Ever since President Dominick was first elected in 2005, he has made a public commitment to fight street gangs,” said Town Collector Fran ReitZ.

“One of the keys is to engage the private sector and non-profits to help us. That’s the first time non-profits have been invited to work with the Town to fight street gang violence. It’s never been done. But it has help tremendously.”

Vargas told the Town Board that he and Chlada will detail the efforts Cicero has made to combat street gang activities.

“We’re very proud by this honor and to tell our story to a conference of people from around the world seeking to learn about best ways to fight street gangs,’ Vargas said.

Cicero launches business committee

The Town of Cicero launched the Cicero Business Associationrepresenting more than 100 of the town’s local community retail and businessestablishments.

The CBA, which is being organized by former Cook County CommissionerMario Moreno who will serve as chairman, held its first meeting in September tomeet and greet new members at an informal lunch at the Town of Cicero.

Town President Larry Dominick welcomed the businesses andsaid that the purpose of the new CBA is to strengthen the role of localbusinesses in the Town and explore ways to support their needs.

“We want your input.We want your views. We want to make the Town of Cicero as supportive ofbusiness as possible,” Dominick said.

“I know you need support and that is what we want toprovide, helping you.”

Dominick told the gathering that the Town of Cicero wantstheir feedback on how the Town can be more helpful. He said that the Town has aparticular concern with businesses that violate laws regarding the sale ofalcohol.

“I have only one concern and that is with the liquorestablishments. If they sell liquor to young people, we will crack down onthem. When a business sells alcohol to a minor they are not only violating thelaw but creating a circumstance in which a young person might cause an accidentor the loss of their own life,” Dominick said.

“But for the most part, our businesses follow the law, workhard and provide a foundation for the Town’s strong economic situation. TheTown of Cicero is better off than most other municipalities in today’s economybut we want to do as much as we can to help you succeed even more.”

Dominick said that the Town will only be successful if thebusinesses in the Town are successful.

“This effort is going to be a real service to you and weappreciate all of you coming here today,” Dominick said.

Moreno said that the committee would announce details ofupcoming meetings and together would work with retailers and businesses todevelop programs and events to strengthen the business climate in the Town ofCicero.

Svengoolie writes about the amazing response at the Houby Daya Parade

Our favorite Berwyn celebrity Svengoolie (Rich Koz) wrote a nice piece on his web site about the Houby Day parade and his participation as our phenomenal Grand Marshal.

Here it is:

The Houby parade Sunday, as I said, was also amazing- a picture-perfect day, a HUGE turnout- and, once again- the support of the people of Cicero and Berwyn (yes, Berwyn!) for yours truly was almost overwhelming! We finally got to meet Ray Hanania, former Sun Times reporter and now spokesman for the Town of Cicero, as well as town president Larry Dominick- and got interviewed by Lisa Aprati, to whom I confessed I always enjoyed her interviews with some of the top names in wrestling when she worked for Comcast. I may not have had a championship belt- but I did have a lovely sash to wear, proclaiming me “grand marshal” of the parade. My arm got a real workout, as I threw approximately 200 rubber chickens to the crowds along the parade route! I couldn’t believe how crazy the crowd was to get those chickens! Somehow, I managed to adjust my rate of launching perfectly, as we ran out of chickens right as we arrived at the end of the parade! It did get warmer than I expected it’d be, with the bright sun- and we narrowly avoided a ”beard mishap” or two, thanks to a couple quick stops for some spirit gum re-application…

After the parade, we spent some time meeting people, signing their chickens, and taking pictures- it’s always kind of funny to see how some people still haven’t gotten the hang of using their cameras or cell phone cameras!(Believe me- I’m just as lost on how to operate many current technological marvels!) We also got to meet the current mayor of Berwyn- Robert J. Lovero- a very nice guy, who actually seems to like me (unlike the previous mayor, who was pretty much the ONLY Berwyn mayor who wasn’t a fan…) and- got to chat the guys from the band American English- a Beatles tribute band that really does a phenomenal job! If you ever get the chance to see and hear them, you’ll be amazed at how well they capture the sound of the Beatles. I got to say hello to the crowd from the stage, and thank them for all their support for all these years.

Nearly 2,000 residents attend

The Cicero Health Department showcased its services to residents at its annual health fair held Saturday Oct. 1, 2011 at the Town of Cicero Community Center.

The Health Fair detailed for residents the wide range of health and dental services they can obtain through the town, most at no cost and some for a small fee based on their income levels.

"This is a major event that always attracts a large number of attendees because healthcare is so important," said Health Department Director Elizabeth Dominick.

"The services that the Town of Cicero Health Department offers are extensive. We have doctors, dentists and nurses available to assist residents in need and many health and dental care options that they can take advantage of."

The Health Fair also raffled off prizes to families including computers, bicycles and TVs. Food was also provided. Attendees were also entertained by performances from local school and club groups.

Cook County Board of Review CommissionerDan Patlak is announcing a seminar that will be offered to taxpayers seeking toappeal their 2011 property tax assessments.

This seminar will be hosted by Cicero TownshipAssessor Emilio “Emo” Cundari and will educate taxpayers on how to file andpresent evidence for a successful appeal.

“Property taxes are high enough alreadywithout having to pay extra because of an inaccurate assessment,” Patlak said.“Our office is here to assist property owners who are over assessed. Theseminars are designed to clarify the assessment appeal process. Taxpayerswho make a convincing case for assessment reduction will receive the tax reliefto which they are entitled”.

The seminar includes a presentation byCommissioner Patlak outlining the overall appeal process, followed by anopportunity for taxpayers to work with staff from Commissioner Patlak’s officeto address their specific questions. Representatives from the Cicero TownshipAssessor’s Office will also be present. The seminar is free to the public andthere is no fee to appeal at the Board of Review. 43rd Annual Houby Day Parade draws 25,000 attendees in Cicero & Berwyn

43^rd AnnualHouby Day Parade draws crowd of 25,000

Cicero, Il – Town President Larry Dominick and Berwyn MayorRobert Lovero kicked off the 43^rd Annual Houby Day Parade Sundaycapping a three day festival that featured entertainment, food and a carnival.

The parade, which was originally started to recognize thecontributions of Czech Americans in the West suburbs attracting more than25,000 people on its parade route which began in Berwyn at Wesley Avenue andcontinue along Cermak Road to 56^th Street in Cicero. Officials saidit may be a record for the parade in the past two decades both for attendanceand also parade duration.

The Festival is named after the Czechoslovakian word for“mushroom” and showcases much of the local culture and traditions of the Czechcommunity which represented one of the original settlers in the Western suburbas well as the region’s other ethnic groups including Mexican Americans.

“What really is exciting is how symbolic this parade hasbecome for the west suburbs of Cicero and Berwyn. This year, our twomunicipalities sponsored and hosted the parade to make a bigger event,” saidTown President Larry Dominick who was joined by his wife Elizabeth Dominick.

The Grand Marshall of the event was Berwyn native Rich Koz,who is better known for his TV personality “Svengoolie” (formerly “son ofSvengoolie”) who autographed his iconic rubber chickens for parade celebrants.

“I’m excited to be here to celebrate this parade andfestival,” Koz said as the parade began. “I’m very proud of the culture of theCzechs that the parade honors but also the great support that the paradecontinues to get from the residents of Cicero, Berwyn and the surroundingcommunity.

Cermak Road was closed most of the day for the parade andbusinesses along the route were encouraged to set up street cafes, booths andfood tents.

Significantly, the Houby Day Parade Queen was chosen from 32applicants from Morton District 99 High school.

“The support that the Hispanic community provides to theparade is important because is shows their love not only for their own culturaltraditions but also for the cultural traditions of all the people in ourcommunity,” Dominick said.

The parade was emceed by former Town Assessor John Kociolkoand will be broadcast on Cicero TV on Comcast Cable Channel 6 beginning thisweek. Cicero officials participating in the parade included Cicero Trustees JoeVirruso (Supervisor), Dennis Raleigh, Fran Reitz (Collector), Emilio Cundari(Assessor), Lorraine Walsh, Larry Banks, Victor Garcia and Town Clerk MariaPunzo-Arias. Also participating were State Senator Steve Landek, and StateRepresentatives Mike Zalewski and Lisa Hernandez.

The parade featured 60 floats and participants included theCicero Voters Alliance, Teleguia/Imparcial Magazine and Newspaper, militarypersonnel from local veterans groups, and fire and police departments fromCicero and Berwyn.

Food Vendors included the Tamale Hut Café, Tacos y Salsa, andJose Dumplings along with tents set up along the sidewalk in front of localrestaurants along Cermak Road.

“One of the biggest advantages of this parade is that itbrings out the people to our business strip on Cermak Road and that helps ourlocal businesses,” Dominick said.

“Many of the businesses participated in the parade and festivalwith tents and sidewalk sales and it was a great advantage for them. We’reproud of the turnouot and next year it will be even bigger.”

Additionally, Berwyn Main Street sponsored the 4th Annual CzechOasis in conjunction with the parade to feature Czech food and culture duringthe parade and the festival weekend.

Entertainment included Czech musicians and bands along withother ethnic and American musicians including a Mariachi band which was the hitof the festival. The performers were 3 for U,Caliente, Mariachis Aguilas de Mexico, Voodoo Monkey, Velvit Jimis, American English, A Beatles Tribute Band and Infinity-A Journey Tribute Band.

Sun-Times finally publishes response to their misleading stories on the "hot dogs" but edits out most important facts

The Chicago Sun-Times FINALLY published the Town of Cicero's response to their scurrilous accusations -- it's not really reporting that they are doing but rather political activism to help the critics of Town President Larry Dominick.

The letter to the editor appears in today's Sun-Times. (Click here to read it.)

Of course, they published the same day they published another really ridiculous slam against the Town of Cicero, dredging up old claims by foes of the Town that were published in a local political tabloid handout sheet.

But although the letter was tough, they left out the most important part of the letter, because it exposes their failure to get their facts right.

And here is the paragraph they edited significantly leaving out facts that challengedtheir misleading story on the purchase of "hot dogs" for the opening in 2008 of the Community Park that the Sun-Times didn't bother to cover.

Instead, over the past six months, the Chicago Sun-Times has filed two dozen FOIA requests and published a dozen derogatory stories including one that falsely claims the town spent $26,000 for hotdogs when in fact the money was spent on an assortment of sandwiches, chips, pop, cookies and treats to feed 6,000 Cicero residents at a four-day festival celebrating the opening of an important new community park that the Sun-Times was invited to cover but chose to ignore. And it has published equally false columns by Carol Marin whose aversion to Cicero is notorious.

The people of the Town of Cicero see the amazing positive changes but they also see the deterioration of the Chicago Sun-Times from a professional newspaper into a politically motivated campaign tabloid with a maliciously one-sided election agenda.

TheChicago Sun-Times newspaper is determined to go down in history as one of themost irresponsible, unprofessional and politically vicious publications injournalism.

Inits political campaign to libel Cicero Town President Larry Dominick, andassist the campaigns of his political enemies, the Sun-Times has taken onesentence out of obvious context and turned it into one of the most ridiculous"scandals" ever published.

Thestory is maliciously headlined "Cicero’sDominick swore he didn’t touch town worker — but had sex with her,"(Wednesday, Sept. 21). To justify this outrageous lie, the Sun-Timestook six words on Page 193 of a 2009 deposition that consists of 363 pages and77,666 words and intentionally distorts it's obvious meaning into maliciousyellow journalism.

Inthe prior 192 pages, President Dominick was asked repeatedly if he sexuallyharassed employees and he repeatedly denied each and every false accusation.There is not one piece of evidence, not one corroborating witness, not one textmessage and not one record to back up the spurious claims that he sexuallyharassed Sharon Starzyk, a person with whom he once had a relationship but broke up with and later married his wife.The context of the discussion and question is clear.

Yetthe Sun-Times ignored that context to distort the meaning of the question,"Did you ever touch Sharon Starzyk?" The context is not of touchingbut sexually harassing someone. He said "No."

SharonStarzyk is a serial litigator. She filed numerous lawsuits and criminalcomplaints against many people outside of her work at the Town of Cicero,including alleging sexual harassment. That is what she does.

UnderPresident Dominick, the Town of Cicero has built a new Town Hall, expandedhealth services to the public, opened new parks, attracted new business andindustry into the community building a stronger sales tax base, kept property taxeslow, is building a new sports stadium to promote hockey for students in ourlocal schools and offered an endless array of programs to serve our youth,seniors and families. But these are programs the Sun-Times has refused to coverin its campaign of libel, name-calling and pernicious political insults.

Instead,over the past six months, the Chicago Sun-Times has filed two dozen FOIArequests and published a dozen derogatory stories including one that falselyclaims the town spent $26,000 for hotdogs when in fact the money was spent onan assortment of sandwiches, chips, pop, cookies and treats to feed 6,000Cicero residents at a four-day festival celebrating the opening of an importantnew community park that the Sun-Times was invited to cover but chose to ignore.And it has published equally false columns by Carol Marin whose aversion toCicero is notorious.

Thepeople of the Town of Cicero see the amazing positive changes but they also seethe deterioration of the Chicago Sun-Times from a professional newspaper into apolitically motivated campaign tabloid with a maliciously one-sided electionagenda.

Cicero Fire Fighter pays homage to Ground Zero on behalf of Town of Cicero Fire Department

Veteran Cicero Fire Fighter Phil Rutka visited Ground Zero in New York on Sept. 11 to show respect to the fallen on behalf of the Town President Larry Dominick, the Town of Cicero Board of Trustees and the people of Cicero.Rutka, who made his 5th trip to the 9/11 commemoration site, joined a motorcycle convoy of 190 that left White Sox Park. Rutka carried four flags with the Cicero Logo on them to place at the Ground Zero dedication sites and also at the site where the passengers of Flight 93 fought off the terrorists, probably saving the nation from another terrorist strike.

"We're very proud of what Fire Fighter Rutka did," said Cicero Fire Chief Larry Moravecek. "Every fireman identifies with the sacrifices of the people who died on that memorable day."

Rutka drove four days with the caravan of cyclists, even though the prior week he had been released from a hospital stay to deal with a gallbladder problem.

"I was honored to do it," Rutka said noting the group left for New York on Sept. 6. "This trip was not easy. We rode through 17 inches of rain when the tropical storm hit the East Coast. We drove through and saw a lot of flooding. But nothing was going to stop me from reaching Ground Zero."

Rutka represented the Town of Cicero with dignity and we are all proud of what he did, Moravecek said.

Anais Santana was crowned Mexican Independence Pageant Queen on Thursday, September 4th at the Olympic Theater Banquet Hall, officially kicking-off Cicero’s Mexican Independence Day Celebration and Festival, sponsored by Town President Larry Dominick.

On hand to congratulate Santana were Cicero Community Affairs Director Frank Aguilar, Cicero Town Trustee Victor Garcia, Mexican Consul representative Jaime Almonte Borja and last year's queen, Lucero Zepeda. Santana was 2nd runner-up to Zepeda in last year’s pageant competition.

Fellow pageant competitors Liza Irazoque and Genesis Sandoval were named 1st and 2nd Princess, respectively.

Cicero-- Town President Larry Dominick and the Town of Cicero Board Tuesday signed aMemorandum of Understanding with the Cook County State's Attorney’s Office whichwill allow Cicero to file civil lawsuits against gangs and gang members whoengage in criminal activities in the community under a new pilot program.

The first of its kind in Cook County, the agreement allows Cicero to recoverdamages for losses and other harm caused by street gangs and their members andto go after their assets. The State’s Attorney’s Office will designate a Cicerotown attorney with the authority to bring civil actions against gang members asauthorized under the Illinois Street GangTerrorism Omnibus Prevention Act, a civil state statute.

TheTown of Cicero has made great strides in confronting and reducing street gangsand their members and crime is at an all time low. But Town of Cicero officialsbelieve it is important to step up the pressure. This authority will give theTown of Cicero another tool to use to go after gang members in Cicero.

"Thisagreement will add muscle to our on-going campaign to confront street gangs andtheir members, to hold them responsible for their actions and to play a directrole in bringing civil litigation against these street gang criminals,"said Town President Larry Dominick.

"Weare grateful to Cook County State’s Attorney Anita Alvarez and Cook CountyCommissioner Jeff Tobolski for working with us so that we might join in thebroader fight against Streets Gangs and street gang members."

CookCounty Commissioner Jeff Tobolski said that the initiative is an example of theCounty Board reaching out and working more closely on issues with communitiesin the Chicago Suburbs.

"Thisis an example of the new initiative of the Cook County Board which is workingtogether for the benefit of its citizens and especially to place a priority onthe news of the county's suburban communities which have been overlooked in thepast," Tobolski said.

“Iam happy to have worked with both State’s Attorney Alvarez and PresidentDominick to come up with this pilot program- the first of its kind in CookCounty. It gives one more tool to our law enforcement officials in whichto fight gangs, and get them off our streets.”

Underthe MOU, the Town of Cicero's designated attorney must notify the Cook CountyState's Attorney of the town's intention to pursue civil litigation against astreet gang or street gang member. TheState’s Attorney’s Office will review the request and then make a determinationif the town may pursue with civil action such as injunctive relief, damages,costs and fees.

AssistantStates Attorney Donald J. Pechous, deputy chief of the Civil Actions Bureau,told the Cicero board that Ms. Alvarez is committed to assisting suburbancommunities in fighting and confronting street gangs and their members.

"Whenthere is a bully, you have to push back. You can't allow a bully to push you.That's what this agreement will do, allow the Town of Cicero to push backagainst street gangs," said Pechous. He said that the agreement allowsCicero to go after property belonging to street gangs.

PresidentDominick said Cicero will continue to aggressively pursue street gangs utilizingthe Town of Cicero's police resources and the new agreement.

"Weare confident that this and the many steps we have taken in Cicero will make adifference for our community in defending the rights of our citizens,"Dominick said.

Theresolution was approved by the Town of Cicero Board at its regularly scheduledmeeting Tuesday Sept. 13.

Metropolitan Water Reclamation District responds to calls for accountability from Cicero

Officials of the Metropolitan Water Reclamation District of Greater Chicago said they have heard the demands from Cicero residents for accountability for recent flooding. The MWRD announced that it will organize a Community Forum to be held Tuesday Sept. 13 at Morton College in the main auditorium beginning at 6 pm.

As many as 22 suburban communities have been hit with flooding as a result of heavy rains and storms during the past two years. Last year, the Town of Cicero worked with local communities and residents to apply for Federal Emergency Management Association reimbursement to cover damage caused by extensive flooding. The town's residents received millions of dollars in FEMA funds after completing applications organized by the Town.

The MWRD is the government agency tasked with managing rainwater run-off, according to its mission statement and its web site. But the agency has, in the past, been unresponsive to resident concerns. The Town of Cicero organized two protests with as many as 200 residents whose homes experienced some levels of flooding during this summer's storms. The first protest was held at the MWRD's Stickney offices at 39th and Austin Blvd. A second protest was organized two weeks later at the MWRD downtown offices on Erie and Rush Streets.

"When we complained demanding answers from the Metropolitan Water Reclamation District, instead of getting answers, the district officials would point a finger at everyone except themselves," said Town President Larry Dominick. "When residents called to ask for help, the Water Reclamation District told the callers,w hose homes were flooding, that they should complain to the local communities asserting that the flooding was the result of bad sewer pipelines. That's ridiculous. Do you mean to tell me that every suburban community and every sewer and water line is damaged?"

During the second protest at the MWRD headquarters, District officials said they would address the issues directly with area residents at the forum.

"We are glad to see them responding and being accountable and we hope it continues," Dominick said.

Cicero requests Illinois Legislature to Hold ComEd Accountable

Cicero, Il -- Cicero officials Tuesday approved a resolution urging the Illinois Legislature to more strictly regulate and demand accountability from ComEd in response to a series of power outages and brown outs by the company.

Town President Larry Dominick said that Cicero, like many communities in the suburbs, have been experiencing frequent power outages.

"It's inexcusable but because the Town of Cicero and other municipalities do not regulate ComEd we have no real power to make them accountable. That's why we are taking this issue to the legislature in Springfield," Dominick said.

"We have experienced outages lasting from several hours to several days and that is unacceptable. Many other communities have also experienced the power outages. We can't get a response or explanation for these outages from ComEd officials."

Dominick said the Town Board resolution urges the Legislature to require ComEd to improve its services to prevent these frequent power outages by being accountable to local communities like the Town of Cicero.

"We're not only asking for accountability, but we want ComEd to be held financially responsible for the suffering that their lack of service has caused for the citizens of our community," Dominick said.

Dominick said that the Town understands that unusual weather related circumstances may cause some of the outages. But he said that the outages have been more frequent, unrelated to weather conditions and have caused a great inconvenience to not only homeowners but to local businesses.

"There is no excuse why ComEd officials refuse to provide answers to our concerns and why they should not be held accountable when their services fail for no fault of anyone except for them," Dominick said.

The Resolution is attached below:

WHEREAS, the Town of Cicero (the “Town”) was created by a charter enacted by the Illinois General Assembly (the “Charter”); and

WHEREAS, the Corporate Authorities of the Town (as defined below) are governed by the Charter and the Constitution of the State of Illinois and the statutes of the State of Illinois when not specified in the Charter; and

WHEREAS, the Town is a home rule unit of local government as is provided by Article VII, Section 6 of the Illinois Constitution of 1970, and as a home rule unit of local government the Town may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, the Town President (the “President”) and the Board of Trustees of the Town (the “Town Board” and with the President, the “Corporate Authorities”) are committed to protecting the Town’s residents and business owners from unexpected power outages (“Outages”), which disrupt business and recreational activities within the Town; and

WHEREAS, many areas in the Town have suffered from Outages lasting several hours up and at times up to several days; and

WHEREAS, the Outages are becoming more frequent in nature and have cost businesses and residents substantial inconvenience, harm and monetary losses; and

WHEREAS, the condition of the electrical grid that is located in and/or that provides service to the Town is a cause of the Outages; and

WHEREAS, in addition to the foregoing, the quality of service provided by Commonwealth Edison (“ComEd”), the provider of electrical service within the Town, requires improvements, which include new or improved response time procedures during Outages; and

WHEREAS, the Illinois General Assembly (the “State Legislature”) has the power and authority to regulate ComEd; and

WHEREAS, the Corporate Authorities have determined that it is in the best interests of the Town and its residents to call upon the State Legislature to: (1) hold ComEd to a greater degree of accountability for the service that it provides; (2) provide a stronger standard for reliability; (3) provide steeper financial penalties for slow response times; and (4) provide greater incentive to ComEd to bury overhead power lines wherever practical.

NOW, THEREFORE, BE IT RESOLVED by the President and the duly authorized Board of Trustees of the Town of Cicero, County of Cook, State of Illinois, as follows:

ARTICLE I.

IN GENERAL

Section 1.0 Findings.

The Corporate Authorities hereby find that all of the recitals hereinbefore stated as contained in the preambles to this Resolution are full, true and correct and do hereby, by reference, incorporate and make them part of this Resolution as legislative findings.

Section 2.0 Purpose.

The purpose of this Resolution is to call upon the State Legislature to hold ComEd accountable for the Outages and to require improvements to ComEd’s service, so as to alleviate the substantial inconvenience, harm and monetary losses to Town residents and business owners caused by the Outages, and to authorize the President or his designee to take all action necessary to carry out the purpose and intent of this Resolution.

ARTICLE II.

AUTHORIZATION

Section 3.0 Authorization.

That the Corporate Authorities hereby call upon the State Legislature to: (1) hold ComEd to a greater degree of accountability for the service that it provides; (2) provide a stronger standard for reliability; (3) provide steeper financial penalties for slow response times; and (4) provide greater incentive to ComEd to bury overhead power lines wherever practical. The President or his designee and the Town Attorney are authorized to take all action necessary or reasonably required by the Town to carry out and give effect to the purpose of this Resolution and shall take all acts necessary in conformity therewith.

ARTICLE III.

HEADINGS, SAVINGS CLAUSES, PUBLICATION,

EFFECTIVE DATE

Section 4.0 Headings.

The headings of the articles, sections, paragraphs and subparagraphs of this Resolution are inserted solely for the convenience of reference and form no substantive part of this Resolution nor should they be used in any interpretation or construction of any substantive provision of this Resolution.

Section 5.0 Severability.

The provisions of this Resolution are hereby declared to be severable and should any provision of this Resolution be determined to be in conflict with any law, statute or regulation by a court of competent jurisdiction, said provision shall be excluded and deemed inoperative, unenforceable and as though not provided for herein, and all other provisions shall remain unaffected, unimpaired, valid and in full force and effect.

Section 6.0 Superseder.

All code provisions, ordinances, resolutions, rules and orders, or parts thereof, in conflict herewith are, to the extent of such conflict, hereby superseded.

Section 7.0 Publication.

A full, true and complete copy of this Resolution shall be published in pamphlet form or in a newspaper published and of general circulation within the Town as provided by the Illinois Municipal Code, as amended.

Section 8.0 Effective Date.

This Resolution shall be effective and in full force immediately upon passage and

approval.

Houby Day Parade -- seeking this year's Queen

This year the Town of Cicero and the City of Berwyn are sponsoring the Houby Day festivities together beginning September 30 thru October 2.

The 43rd Houby Day Parade will take place on Sunday October 2 beginning at noon starting at Central Ave. and Cermak Road and travel west to Riverside Drive.

"The Houby Day Parade is one of our most important events and it is the most popular event for our community," said Town President Larry Dominick. "We are working closely with the City of Berwyn to make the 43rd annual Houby Day Parade spectacular."

The Town of Cicero is inviting local vendors to participate along the Cermak Road Parade Route. On every corner from Central to Lombard will be pre-parade activities such as a man on stilts making balloon figures, live music, dancers. Pre-parade activities will start at 10:00 a.m. on parade day.

The Houby Committee is also looking for candidates for Houby Day Queen. Candidates must be residents of the Town of Cicero or the City of Berwyn and be between the ages of 16 and 21 years. The Houby Day Queen will receive a $1,000scholarship.

Cicero residents protest at MWRD building downtown over flooding concerns

Nearly 200 residents of the Town of Cicero took their flooding complaints to the board meeting of the Metropolitan Water Reclamation District of Greater Chicago offices on Erie and Rush Street Thursday to demand that the government agency with a $1 billion budget be accountable to their needs.

The MWRD has refused to be accountable for their spending and has blamed all flooding problems on communities that have experienced rising rainwater troubles over the past several years.

But it is the MWRD that is responsible, as stated on their web site, for managing rainwater flow, a job they have failed to to respond to the flooding that has plagued residents of 22 west suburban communities including the Town of Cicero.

The MWRD allowed 41 members of the protesters to attend the board meeting while the other protesters paraded outside in front of the building. MWRD officials finally agreed to organize a community forum in Cicero, probably at Morton College, to allow residents to address their concerns and listen to the needs of the community.

Man arrested and charged with Felony theft after swallowing $1,600 diamond wedding ring

Wilfredo Gonzalez-Cruz, 30, was remodeling a home in Cicero at the 1600 block of Central Avenue on Friday night August 5 when he asked to use the bathroom at the home. Afterwards, the woman of the house noticed that her diamond wedding ring valued at $1,600, which was in the bathroom, was missing.

The woman and her husband confronted Gonzalez-Cruz demanding he return the ring. A struggled ensued. Instead of returning it, Gonzalez-Cruz reached down to his shoe, where he had hidden the ring, and pulled the ring out. They tried to get it from him. That's when the suspect swallowed the ring.

The family had called Cicero police who arrived minutes later at an 10 pm. Gonzalez-Cruz was read his Miranda Rights and he admitted to stealing the ring. He agreed to take an x-ray at the nearby McNeal Hospital in Oak Park. He was given some medication to assist in the recovery of the diamond ring.

Gonzalez-Cruz was placed in a Rubber Room in the Cicero Police Lock-up which has large bed pans (the room has a self-cleaning water system). He "delivered" the ring very early Monday morning.

The room is often used for individuas who are inebriated or who are suspected of having swallowed evidence, or even packages of drugs that must be recovered.

Gonzalez-Cruz was charged with one count of Felny Theft and faces up to three years in prison if convicted.

The Town of Cicero Board approved five promotions in the ranks of the Town of Cicero Police at its regularly scheduled board meeting Tuesday July 26, 2011.

They include:

Jacob Camacho to the rank of Sergeant.

Jennifer Gilpin to the rank of Sergeant.

Vincent Acevez to the rank of Sergeant.

Bernard T. Harrison, currently Town Police Supt., to the rank of Lieutenant for pay purposes.

Waldemar Cruz to the rank of Lieutenant.

The promotions were approved by the Town Board. Town President Larry Dominick swore in the officers to their new ranks.

Community Bulletin

In the past few weeks our department has been documenting various scams throughout the town targeting home owners, in particular senior citizens. The descriptions of the offender(s) and vehicle(s) are varied but the purpose of the scams remains the same. The purpose of these scams is to distracting the home owner by deception, to gain entry into the home to ransack it for currency or jewelry. The recent scams are employees of water proofing service, flood control or a utility employee needing to gain entry into your home for service. This bulletin is to make our residents aware of this ongoing problem and to help us combat this crime. Remember that every division and member of this department is committed to assisting anyone with questions, concerns or information. We thank you in advance for your assistance.

Our department recommends the following precautions and suggestions:

· Always request an identification of any individual(s) offering their services.

· Remember that uniforms can be duplicated or stolen to play the role.

· Ask the individual if they are registered with the Town of Cicero.

· Be aware of how many individuals are present & if they are driving a vehicle.

· Always act as if someone else is home with you.

· Never confront an individual(s) yourself.

· Immediately dial 911 if you need police assistance. If you can not call police with information, dial 911 from your phone and leave it off the hook.

· Be a good witness or investigator yourself to pass along the information to police. (Subject(s) or Vehicle Description)

· Always remember that these individuals work in teams.

· Under no circumstance should you allow anyone you do not know into your home.

· Do not give any individual cash or admit to having cash in the home.

· If the service seems to good to be true, it probably is.

Town of Cicero protests Metropolitan Water Reclamation District Sunday July 31

Officials, employees, and residents of the Town of Cicero, and neighboring communities, are planning to march in protest of the METROPOLITAN WATER RECLAMATION DISTRICT (“MWRD”).

The march will be held on Sunday, July 31^st, 2011 at 12:00 p.m. (Noon).

The meeting point will be at Lincoln School Parking Lot,

3501 South 61^st Avenue. We intend to leave the Parking Lot and begin our march toward the Water Reclamation Plant at 12:00 p.m. (Noon).

The March route will be along 35^th Street to Austin Blvd, south along Austin Blvd. to the MWRD PLANT. We will then return along the same route back to the Parking Lot. The march will be exclusive to sidewalk travel only. There will not be any vehicles available for travel.

If you are disappointed with the MWRD and their handling of storm-water, and sewer water management, then please join in this march. Millions of Cicero Tax Dollars are paid each year to the MWRD to manage our storm water, however, our Town continues to flood. This peaceful march is to demonstrate our frustration and to let the MWRD know that the flooding has to stop.

Please bring your own homemade signs to carry your “family friendly” message. We need to come together as a Community and let the MWRD know that we want action taken to protect our homes and families. We pay for their services through our property taxes, and we demand better service.

Letter from Cicero Town President Larry Dominick in the Chicago Sun-Times today responding to the newspaper's one-sided and imbalanced coverage of the community.

Dear Editor:

As president of the Town of Cicero, I answer to the citizens and taxpayers of the town.

To that end, I am proud of my accomplishments and record. Since the Sun-Times has taken up so much space to write about me, I thought there might be a little space to cover positive stories from Cicero.

Cicero continues to offer the widest range of health-care services, most for free or for minimal costs, to our residents.

Every week, the Town of Cicero features entertainment and outdoor activities for all of our families.

Our seniors program is one of the most comprehensive in the Chicagoland region, and the town is proud of its expanding program to employ the disabled.

As the children ready to return to school, the town provides many school supplies and clothing.

We supplied hats, gloves and holiday gifts to the children so they wouldn’t be without basic necessities.

In many cases, the donations are the only new pieces of clothes many children will receive this year.

We provided turkeys for Thanksgiving and Christmas to families in need and gave the children gifts so that they might enjoy the holidays.

I could go on and on about the programs we offer that the Sun-Times chooses not to cover, but my point is clear.

While I understand that sensationalized news sells more papers than stories about the good being done in a community, I do think balance is required.

I believe in open government and the right of the people to be informed about their elected officials, and we never once denied your reporter any information that was requested.

However, your responsibility should include informing your readers about all information, not just that which you think is more likely to sell papers.

Governor of Zacatecas Mexico to be honored at festival in Cicero Sunday July 24

Miguel Alonso, the governor of the Mexican State of Zacatecas will welcome guests Sunday at the La Feria Zacatecana Festival Sunday July 24 at Community Park, 34th and Laramie. The festival will feature food, carnival rides, clowns, live music and arts and crafts. The event is free to the public and runs from 12 noon until 9 pm. Gov. Alonso is expected to be at the festival between 12 and 3 pm.

Many of Cicero's residents originate from the State of Zacatecas in Mexico and we are very proud to be hosting him here. Joining him will be Bernabe Cabral, president of the Zacatecano Federation. If you are free, please join in welcoming them Sunday.

Town President Larry Dominick and the board of trustees are proud to offer residents, families and children an opportunity to enjoy the summer with a wide range of activities this summer at Community Park at 34th and Laramie Avenue. "Activities in the Park" is free to the public and features a variety of entertainment, inflatables for the children, clowns and pets.

The events are open Wednesday and Sunday through the summer from 6 to 9 pm on Wednesday and 5 to 9 pm on Sunday.

Town opens Police and PSO building as overnight cooling centers

With temperatures rising to unbearable levels, the Town of Cicero is making the Police Headquarters at 4901 W. Cermak Road and the Public Safety Office building at 5410 W. 34th Street available as Cooling Centers.

... if you have a heat related emergency, call 911 ... if you need help to get to a cooling center, call 708-652-2130 ...

All government offices during the day, such as the Town Hall and the Community Center are available during the day as cooling centers. The Police Headquarters and PSO building will remain open throughout the night until this heatwave dissipates

Remember, check on your neighbors especially if they are elderly or disabled and do your part to help ... thank you

Maria Punzo-Arias was sworn in as the first Mexican American Clerk of the Town of Cicero and Larry Banks was sworn in to fill her vacancy as trustee at the July 12, 2011 Town of Cicero Board meeting. The meeting featured a powerful speech by State Sen. Martin Sandoval. This was a meeting that the biased Chicago Sun-Times refused to cover in their slander campaign against the Town of Cicero.

But despite the failure of the Sun-Times and other major media to cover the positive stories of the Town of Cicero, we bring you the video here to enjoy and celebrate.

Statement from President Dominick on jury decision on Rojas firing case

A jury threw out the false claim that Merced Rojas, a town employee, was fired and discriminated against by Town President Larry Dominick because he was Mexican. We consider that a vindication against an ugly and false charge.

But the jury ruled, wrongly, that Rojas, who stole money from the taxpayers of Cicero, was fired for "political" reasons. We are going to appeal that decision.

Mr. Rojas was found to have stolen time and money from the taxpayers and he was fired for that. "I was elected to defend the rights of the taxpayers and I will not back down. I will not be discouraged by this jury ruling," President Dominick said.

Dana Kurtz, the attorney for Mr. Rojas, turned the trial into a circus putting all politics and all politicians on trial in an atmosphere poisoned by biased media reporting. During the trial, US District Chief Judge James Holderman repeatedly described the tactics used by Ms. Kurtz as "sleazy."

Cicero, Il. -- Town President Larry Dominick and the Board of Trustees Tuesday appointed Maria Punzo-Arias, a Mexican-born American citizen, as the first Latino to hold the office of Town Clerk.

Punzo-Arias, who is from Mexico City, first began working at the Town of Cicero in 1995 in the Water Department. In 2003, she was appointed to fill a vacancy on the Town Board of Trustees.

She fills the vacancy created when Marylin Colpo retired as Town Clerk at the June 28 board meeting.

"I am very humbled by this appointment and the confidence in my experience and knowledge that I look forward to bringing to this office. I began working in Cicero in 1995 in the Water Department and I was appointed to office as a trustee in 2003. But it wasn't until President Larry Dominick came to office that I have seen so much being done for the people of the Town of Cicero," said Maria Punzo-Arias who has been a resident of Cicero for 32 years.

President Dominick said, "Maria has been an exceptional public official dedicated to the best interests of the people of the Town of Cicero of all walks of life. I know her experience and knowledge and talents will do much to serve the people. She is the first Hispanic to hold the position of Town Clerk and I know that many residents in the Town of Cicero recognize that as being very important. I am proud to support her and to nominate her to the position."

Senator Sandoval said, "Latinos today have become the heart and blood of the Town of Cicero and no one has done more to support their growth and empowerment than President Larry Dominick. President Dominick recognizes that Latinos today are a significant part of this community and he has worked hard to insure that they are involved, represented and share in this community's advancement. President Dominick cares about the Town of Cicero, he cares about the citizens and he cares about the Latino community."

Sandoval was the first Latino to represent Cicero in the Illinois Senate

The Town Board also named Larry Banks, who works in the Business License Department, to fill the trustee seat vacated by Punzo-Arias.

Chicago Sun-Times publishes outrageous story attacking Town of Cicero

The Chicago Sun-Times published an outrageous story alleging that a former employee fired for failing to do his work has accused Town President Larry Dominick of using ugly racial epithets about Mexican Americans in firing the employee, who is married to the publisher of the El Dia "Newspaper." The lawsuit is a vicious politically motivated attack by the El Dia Newspapers owners who have milked the Town of Cicero for millions in contracts over the years.

But the hypocrisy is most obnoxious from the Chicago Sun-Times which has NEVER covered any of the dozens of Hispanic American celebrations hosted by Dominick and the Town of Cicero, including the most recent Mexican American Cinco De Mayo festival.

Where was the Chicago Sun-Times to cover the positive news of the Town of Cicero and especially the Hispanic community. Yet, the newspaper doesn't mind republishing some of the most pernicious slanders against Hispanics, made in the lawsuit.

Merced Rojas, the husband of Ana Maria Montes d'Oca, who founded the El Dia scandal sheet, is the plaintiff in the harassment suit filed in the Federal Courts. President Dominick's lawyers are confident they will win the lawsuit and prove that the Rojas claims are slanders and exaggerations motivated by politics.

"As a journalist for more than 30 years, I have never seen a newspaper actually publish the offending epithets against any race except to make the person accused of the false charges look bad. The Chicago Sun-Times has it out for the Town of Cicero and they are happy to exploit slanders against the Hispanic community to make their case," said Town Spokesman Ray Hanania.

"We have dozens of great festivals honoring Mexican American and the Chicago Sun-Times has NEVER been to one of those events. In other words, they don't mind slandering a community but they have no interest in covering the important, positive events that showcase the achievements of Hispanics."

Rojas, Hanania said, was fired for failing to do his job as an employee long after Dominick was elected Town President.

"It was not politically motivated," Hanania said. "It was justified. President Dominick discovered him not doing his job that he is being paid for by the taxpayers and fired him for just cause."
